Developing an open-access knowledge platform for communication disaster and warning systems across Europe

Working Group 3 (WG3) focuses on developing an open-access knowledge platform for communication disaster and warning systems across Europe, envisioned as a collaborative hub for researchers, practitioners, and policymakers.

WG3 brings together both the sociotechnical and communication dimensions of warning systems, combining insights on system design, message creation, audience targeting, and the use of diverse communication techniques.
Going beyond previous initiatives, the open-access platform will provide concrete insights, guidelines, and practical tools to enhance the efficiency and effectiveness of disaster communication and warning systems across Europe.

By defining key concepts, guidelines, and core elements for developing efficient systems, WG3 aims to lay the groundwork for standardization in disaster communication. This includes improving existing systems and integrating different approaches to address the challenges identified by stakeholders.
To achieve this, WG3 will build on a comparative analysis of the performance of warning systems across Europe, together with their legal and political frameworks, and will cluster countries according to their specific challenges, resources, and practices.

Main tasks include:

  • 1. Establishing a detailed concept and structure for the open-access knowledge platform.
  • 2. Comparing and clustering data provided by Working Groups 1 and 2.
  • 3. Identifying and documenting best practices.
