Mapping challenges of implementing effective warning communication
Working Group 2 focuses on identifying and understanding the challenges involved in implementing effective warning communication across Europe. The group brings together researchers and practitioners to discuss, compare, and categorize the key difficulties that countries represented in the consortium face when operating warning systems during emergencies.
By building on findings from Working Group 1 and drawing on existing studies, reports, and available data, WG2 aims to develop a shared understanding of the factors contributing to these challenges and explore ways to overcome them.
Through stakeholder consultations, workshops, and roundtables, WG2 works to support the development of more efficient and coordinated warning systems across Europe.
Main tasks include:
- 1. Identifying and analyzing challenges in implementing efficient warning systems across Europe.
- 2. Categorize and cluster the identified challenges.
- 3. Identify roots of the existing challenges and potential patterns.
Key activities:
- - Reviewing relevant data: systematic literature review (academic sources) & review of grey literature (focuses on reports and documents from extreme weather events, produced by government-related authorities).
- - Organizing meetings, stakeholder consultations, roundtables, and workshops.
